Is a frat party for people in school or can everyone have a frat party?

A frat (or fraternity or for girls sorority) party is thrown by members of a greek organization. Usually anyone (member or not) can go to the party. Usually the parties are fundraisers that the group supports or social events for college campuses or communities.
