PLZ GIVE UR ADVICE! what to do?

m friend met this guy and they talked for a while but they never really had a date or anything but she moved in with him rite away. theyve been living together since November and she is in love with him. he told her once he loves her (he was drinkin..?) but is scare, since then he still doesnt say it to her. do you think he loves her bc i tell her thats jus excuses. and what could she say to him to get her point across that she isnt going to hurt him bc it hurts her to b with someone if its not goin anywere. and i just dont quite kno what she should say to him... if you need ,ore info bout wats goin on wit them jus ask!!
