My friend has bought a 9 week staffy pup. She has still not recieved the papers, wot will she do/?

The pup is very nervous and scared everytime any one goes near her, she will let u pick her up and cuddle and stroke her though, she wont eat her dinner either all she does is cry we have done loads to help settle her in and coax her in to eating but she still wont, please help thanks
