Having problems with my garden, please help!?

I had some landscaping done a three weeks ago. i had new mulch put down (pine bark mulch) and new plants azaleas and seasonal flowers. I have noticed that the flowere started to grow a couple of weeks ago but are not dying or dead. it seems as if most of the plants are not flourishing. i even had some small bushes moved from the fron to the back and some of them seem to be dying. It has rained alot so they are getting watered frequently and when it dosen't I make sure to water them every few days. What do you think my be the problem and what can I do to get my flowers growing properly.
