Are German Shepherds Smart?

Im just asking because you see THEY say that the Border collie is the smartest dog of all. How do they know that? I own a GSd and he is very smart and I knoe people that have owned GSDs that are smart like police dogs and agility. Sure Border collies are REALLY smart but how do THEY know that its the smartest breed of all?
